Red HOV Decal (CA) for 2013 PiP?

    I am considering buying a used 2013 PiP that does NOT have any HOV decals. Will I be eligible to apply for the new RED HOV decals that are being issued now? I see them on the Prime all the time, but I've never seen RED decals on an older car.

    The ARB website lists the 2013 PiP as eligible, but I wanted to reach out to this community to see if anyone has experience with this before I drop $$ to get HOV access.

    Note: HOV access is the main reason I'm considering a PiP, I cross the Bay Bridge everyday for work and cutting down commute time would increase my quality of life substantially.

    not being on the car doesnt mean that you can apply 100%. You can apply for new stickers if those were NEVER issued OR those were issued only in 2017 or later. Check with the previous seller. If I am you, I will blindly apply for new stickers. If your vehicle was already issued with the stickers, simply your application would be rejected(and you will get your money back). If you are lucky, you may get decals.

    Also, the DMV has been known to make mistakes both in your favor and against you; even if stickers had been previously issued, you could get lucky, it's worth a shot.
    If I were you, I would just apply and not worry about the 20 bucks or so; you will get your money back if your application is denied.

    Right now, the answer appears to be YES, a PiP or any qualified used plug-in qualifies unless disqualified by previously having the pre-2017 stickers.

    This new law causes some unfair realities, for example, some here bought a (2017) Prime in 2018 that is disqualified because the dealer had pre-applied HOV stickers dated 2016. Right now the HOV rule is 100% sticker related and any car with sticker dated before 2017 is disqualified after Jan_2019.

    This brings up the question, will the DMV confirm a used car VIN was never previously stickered, prior to purchase? I do not know if we have an answer for that.

    What cracks me up, is that I use the HOV lane a lot less now than I used to. If you try to drive in the HOV lane, you have to drive 75 to 85 miles an hour, which screws up your mileage. I now typically live in the right lane, where I drive my slower speeds, and get much better fuel economy. This requires the placement of a sign on the back of my car stating that it is a TEST VEHICLE <GO AROUND>. So far, so good!
    Couple of points: our gasoline prices in Anaheim,California area, as of July 11, 2018, are running about $3.65/gal, regular gas. They are EXTREMELY volatile!! Secondly, people on freeways out here AVERAGE (during off peak periods) 75-85mph; you'll see the occasional motorcycle hitting well over 110mph, and "open exhaust" Mustang's, Camaros, trucks. and Chargers going over 100mph.
    The truly ridiculous aspect of freeway drivers, is their tendency to stay in the right lane and go as fast as they possibly can for miles and miles, when 3 or 4 other lanes are almost empty!! Go figger!
    You'll see this type of psychotic behavior on a Sunday morning, on the southbound 5 Fwy, with up to 7 lanes of nearly (relatively) empty freeway. Many of these fine baboons will tailgate for many miles;
    they eventually pass to reveal that they are texting! I see it all the time. I wish their parents had used the pill!

    Our (DC Beltway) HOT lanes are higher speed but very high tolls, so less heavy traffic. Ironically seems to me the slower drivers like to go over to the HOT lanes where they are less bothered by the speed demons, but if I am paying for the HOT lanes I like my fellow HOT drivers to be hot not slow

    I think the original poster's point was that he wasn't going to buy the car unless it was guaranteed to be eligible for the sticker.

    That's a great question- how would one determine the eligibility of a used car prior to purchase? It's not like the dealer is likely to share that- and that's if they are even aware of the status.

    I am thinking at least about 85% of Ca. PiP owners had the pre-2017 HOV green stickers, is the estimation I've used in the past, which was based on some data. So you'd want some decent confidence...I know some are looking at out of state used plug-ins for that reason.

    FYI, just checked on July 17, the California state website regarding the CAV stickers that allow single occupancy vehicles in the HOV (carpool) lane. They still don't have information on the newest stickers that are effective till 2022.
