The outside diameter of the wheels Toyota "reccomends" to be "legal" is 25", irregardless of what tire they put on whichever Prius, 25" tires make the speedometer correct, 24.6" tires make the speedometer incorrect, get a GPS and see for yourself.
So the 225/45-17 tires are 25" and the 215/45-17" tires are 24.6" in diameter, note, changing from a 15" wheel to a 17" wheel will cost 3-5 mpg, not to mention the cost of tires.

Because OEM is the cheapest part possible and it's bought in such quantity that it's even less substantial than that part from that supplier to the public.

    Common sense.

Honestly any Michelin, but you still need to add sound deadening to the wheel wells and the rear hatch and the doors and the roof, etc.

OEM tires are just enough to get the car out the door, nothing more.

I worked in a tire store in my youth. Many of the OEM tires (for some reason especially Pirelli's) were less sturdy and thinner than the available replacement tires (with matching brand, style, and size).
