Driver’s side low not working.

My left low bean went a feed days ago. Everything else has been working in the headlight. Turn signal, parking lights, etc. I thought it was the bulb and bought a new one(halogen). When I pulled the bulb it looked fine, no broken filament. I tried the new bulb and it still didn’t work.

I tried searching for what fuse was and found a thread on here saying it was a fuse in the engine compartment. I pull the fuse and again, it didn’t looked blown to me. No broken connection on any of the three fuses. No burnt look on any of the connections. I haven’t purchased another fuse yet, but I honestly don’t think that’s it either.
I’ve had the car for 2 years, haven’t had any electric issues other than blown license plate bulbs. Is there anything else I should check? I went to the delearship and asked the guy at the parts counter to price the fuse. It said that wasn’t the fuse for the headlight. I don’t think he knew what he was talking about. I pulled it while I had the headlights on and the passenger side did go out. He said there a control box on the headlight that could be the problem. I told him, I’ve got halogens, so I don’t think there’s a control box for the headlight. He said all Priuses have one regardless. I don’t know. Not sure what to do. Any advice would help on troubleshooting.
