Right front fender painted is this ground right?

    I was thinking it had to be metal to metal. But the fender is painted where the grounds connect. Is this going to cause me problems? 20190112_155055.jpg

    If you've got the original bolts that mounted those ground points, I think they are usually thread-rolling (rather than thread-cutting) screws, and they will get pretty intimate with the fender just through the surface area of the threads.

    You might go to another area in the car where no recent painting has been done, loosen a couple ground points there, and look at how Toyota did it. Maybe they don't bare the surface of the metal.

    I've seen it done, though ... you can use what's called a bonding brush to neatly center itself in the screw hole and brush through the paint and primer in a tidy patch.

    Then, if it's outside, you have to protect it from rust!

    I'm pretty sure that's not what Toyota does; I don't think I've ever seen one of their ground points look painted over.
