Iowa House votes to add fee for electric vehicle registration

    If the Iowa Senate concurs and the governor signs the bill, Iowa will join 20 states that have special fees for electric vehicles, according to the National Conference of State Legislatures. The fees range from $50 each year in Colorado to $200 annually for plug-in electric vehicles in Georgia and West Virginia. Wyoming became the first state of 2019 to pass legislation on electric vehicle fees, increasing the current fee from $50 to $200 annually.

    One person recently commented - "I get the rationale, especially for pure electrics, but $200 is punitive, especially to those who don’t drive a lot of miles. At 50 MPG, driving 10,000 miles would burn 200 gallons, making this like a $1 per gallon tax. Even at 25 MPG it would be like a 50 cent gas tax."     Illinois has a bill currently in progress that will add $149 to the current registration, on top of raising the base registration to $149. So, $298 for anything with a plug.

    Maybe they want to put the fee in place before there are enough drivers in the state to oppose it

    The same as the gasoline tax - road maintenance and improvements.

    Michigan did the same. But electricity has the sales tax of 6 percent. So the fee and the 6 percent sales tax make the fees even more costly.

    $100 registration fee for plugins on top of registration. ($142.00)
    6 percent per KWh (1500 kwh last year ) $90 TAX

    So taxes paid and extra. fees.
    $190.00.

    Not fair

    In Wisconsin the fee which is still not applied across all Plug in drivers was said to require $5,000,000 to implement according to the Government accountability board, in our case the small number of drivers affected would take around 15 years to pay back the costs.

    Most laws cost a minimum of $250,000 from paper to implementation to effect so I don’t buy that this helps pay for roads, if anything the state is losing money to charge them.

    There are real reasons why frivolous laws affecting a few hundred people are normally killed

    Doesn’t make sense.

    Some in Wisconsin also pay sales tax on electric fees.

    At least your state lists the “sales” tax and its much lower than the real effective tax in Wisconsin.
    most don’t believe their electric bill is largely tax because the utilities simply pay said tax and roll it into their fee structures without listing things like municipal substation tax separately.

    With a per customer effective monthly tax of about $35 in the case above you better believe EVs are paying their “fair share” of taxes.

    So In most states EVs actually pay much higher percentages of tax on their “fuel” than gas cars, but it goes into the general fund so most here will say screw you cause your paying the wrong tax

    the purpose: it sends a message. 'we don't want renewable fuel vehicles, we're getting too much pac money from oil interests'.

    Just like the 20% substation tax he is unknowingly paying on kwhrs used
    the amount of
    “Fuel” he uses determines
    how much tax he pays.

    So no he would not pay the tax on the additional electricity he uses for the EV if he didn’t need that extra juice.

    FWIW this article breaks down gas taxes by US States - Iowa's $200/year appears reasonable if you compute annual tax for ICE vehicles: 18.4cents/gal federal + 30.7cents/gal Iowa state=49.1cents/gal tax for road upkeep. Average miles/years driven by Iowans is 14,845. 14,845 miles/25 average US mpg=593.8 gal per year. 593.8x49.1 cent/gal tax=$291.55

    That's almost what would be paid in gasoline taxes. Quick math - Michigan gasoline tax $0.27/gal. Assume car on gasoline gets 30 mpg (above the national average), and drives 11,500 miles per year (national average). That's 383 gals gas per year, or $103 in gas taxes.

    And this would also be the case in CA, which also puts additional registration fees on EV's? And Oregon, and Washington. Not states known to be oil-lobby friendly.

    There is a narrative that gaso taxes revenues are going down as vehicles become more fuel efficient.

    But I think the narrative is mostly B.S. because gaso sales are at all time high. My guess is overall state+fed gaso tax revenues are also at all time high. So the correct way to phrase the narrative would be to say that there is a perception that gaso tax revenues might go down someday.
