I will be relocating to Harlingen Texas soon and will be traveling approximately 1500 miles. I have been hard pressed to get any solid answer to my question as to whether or not I can tow my Prius V on a tow dolly without any problems. Any help would be appreciated. Thanks.

Towing with the front wheels up will be fine.

FWIW we spend our winters at South Padre Island just to the SE of Harlingen. Enjoy the weather particularly over the winter...

So I have a 2016 PRIUS that I wish to tow on a dolly. Some dolly's require that the steering be locked and some do not. Does my Prius' steering lock? Also what diameter tires do prius' have?

Yes, the steering locks (a regulatory mandate). Wheel/tire size depends on model/trim. Look at the tire sidewall for diameter, for example, the trailing "15" in this size 205/60R15 designates a 15" diameter wheel. Tire diameter can be measured directly, or using the tire manufacturers specs for the model and size as above.
