    Just my guesses:
    - no test is perfect...some random false negatives
    - it takes time for the virus to reproduce and have sufficient quantity in the sample taken to show as a positive
(i.e. if you were infected an hour ago or a day ago it might not exist in significant numbers yet depending on your health, what you did, what you ate, etc.)

Several possibilities. One of the possibilities we see clinically that is not yet mentioned in this thread is possible test adminstration error. The test is only as good as the operator performing it. If a nasal or oral specimen is not collected deeply enough or otherwise not correctly, the test may result as a false negative. We see this periodically with nasal influenza PCR testing.

Another possibility is that the first two tests were administered correctly and were true negatives, but the patient subsequently contracted COVID-19.

As of today a lot more test kits are released and the CDC/public health is now letting us test with more physician discretion. As a front line soldier in the trenches, can add that reporting has a bit of a lag and we will see large increases in reported cases in the next few days.

COVID-19 seems particularly vulnerable to under-counting (people appear to be infectious before symptoms and symptoms mirror the flu). Until I see the U.S. testing numbers hit the tens of thousands, I'm not going to trust that we have it under control.

And if you believe that one, I have a bridge to sell ya.

For context from Anyone can be tested for COVID-19, subject to a doctor's orders: Pence - ABC News

Just a side note. The company I work for reported 27 million dollars in cancelled business, nation wide. In my own workplace, a sizeable convention has down-sized from 3 Main Events, to 1. The CDC has put SA on the map in a bad way.

After about 4 days there will be more cases in 'rest of world' than in China. After about 1 day there will be more new fatalities in 'rest of world' than in China. This is the hand-off week and it merits some thought.

What examinations of possible infectees should be done where and when? Testing and paying.

What controls on infectees should be done where and when? Travel and personal controls.

I am vox clamatis in deserto that Wuhan doctors' tips and tricks need to be deployed, well, everywhere. It's hard because Wuhan folks are burned out, and because externals may not be recognizing those benefits. Or prepared to pay for benefits provided , or prepared to abandon China hate, or ... a lot of things.

Locally, sleepy Kunming now has decreased to 1 patient under treatment and Yunnan Province total 3. In any rational sense we are done with this here, but daily inconveniences continue to grow. It will be at least 6 months for y'all to get on the back side of this. Perhaps then we can talk about how that ought to be managed.
