I don’t see anything wrong with your interpretation of the article, having just read it, albeit quickly.

Being an America Born Chinese with father from China:

Always be on your guard. If they can’t win in the electric game because Tesla has basically a monopoly they will find a way around it. And they have the sheer volume/mass to do so. Elon if you’re reading, gotta move faster on the Commercial Vehicle front....

 

Elon's statements against H2 were mostly pertaining to that of passenger vehicles. He also thinks they are not the right choice in the near to medium future for short to medium duty commercial vehicles. China hopes to have 1 million bus/commercial truck FCVs (not passenger vehicles like the Mirai) by 2030.

For perspective, as austingreen noted in another thread:

Indeed, China knows the potential value of their market. Manufacturers want access to this huge market but China will only let them in if it suits their needs (forced technology transfer, getting their own engineers and skilled workers spun up, etc.). So Elon's fear has nothing to do with H2 in China but that if/when China decides they don't need him and his Gigafactory to help build a skilled workforce there and copy supply line processes. They could make things pretty difficult for Tesla on that front.

 

Is that why BMW ships Chinese made EVs to Europe, or why Daimler is moving smart car production there?

Or maybe Tesla simply needs to ship cars from outside Europe in to meet demand until the German factory is running.

Wouldn't take much to grow faster than the baseline FCEV growth.
