The 4th gen prius has 4 different bumper combinations. Does the cool aerodynamic looking one at the bottom add MPG lol

I doubt it - they're just styling I'd suspect - on different versions of the same car. Over years, manufacturers change little details like this, possibly for strength, attachment arrangement - or just on a whim.

As a later thought - if any of those are from the new Gen4s with the ugly tail-lights - maybe they had to change the bumper to compensate the aerodynamics?

Alternatively, they could be Regional differences - a lot of Japanese Home models are a bit different from the Overseas models.
This is the current Australian version - with the new ugly tail-lights. It looks like the profile of the lip is slightly different from mine (2nd photo).

I snapped all four photos of those bumpers in Los Angeles. There’s a million Priuse’s here it seems. I have the one with the reflectors built into the bumpers. I thought they were lights at first. Looks like a company called Hybrid Pit/Prius Zilla is selling that Aerodynamic looking one for $280

LOL. If anything, the new gen4's (19+) actually have the better looking tail lights. But all subject to opinion. I can't stand the front and rear lights of the 16-18

It's all cosmetic. Note that the Touring and non-touring plastic inserts are not interchangeable - you have to buy the entire bumper as the cut out shape is different.

It’s frustrating that auto makers change the shape of body parts every year or two. It makes repairs/replacement more difficult and costly.

Here’s an alternate view of the appearance package rear bumper.
