Is number 3 really the EV drive train, or just the battery?

When hybrids first came out, the battery, and other hybrid components were deemed part of the emission control system, which has a mandatory warranty under federal law.

I'm reading it as EV drive train; which definitely includes the battery. It's actually 15yr 150K for emissions system and only 10yr 150K for the battery. Yes, your correct that it's considered part of the emission control system - but would it qualify for PZEV designation with out an operational EV system? That's why I read it as EV drive train. see link: California Vehicle and Emissions Warranty Periods | California Air Resources Board

    Does PA follows CARB regulations??

This mess should take you to the 2022 Prius Prime warranty manual

The federal for emission performance is only 2yr/24k miles, with defects covered by the basic 3yr/36k one. Some components do get an exception warranty of 8yr/80k. For the hybrid system, only the hybrid control module and battery control module have the 8/80 stamp. It lists motor and generator under components, while CARB also includes the transaxle. Theyare also covered under Toyota's power train warranty

But then Toyota has a separate warranty for the hybrid battery. However, it does not cover capacity lose.
Not 100%. We don't get the extended emission warranty. The performance coverage is better than federal with 3yr/50k miles, but the defect portion is a little shorter.
