    Repair Manual info attached.

There's play adjustment at the pedal and at the drum, so hopefully with one or both of those you can release it. And diagnose.

Do you use the parking brake regularly?

    Where are you btw, salt-belt?

I guess the question is whether both rear wheels are locked or just one.

If both, then probably the cable between the pedal and the equalizer is seized in its sheath. If so, then I'd just cut or disconnect the cable at the brake end of the sheath, at the equalizer. This should release both rear wheel brakes. Replace bad cable when opportunity arises.

Ok, so the brake is disabled but anytime I put the car in gear an alarm goes off the entire time it is in gear until I put the car in park

I can't quite make out the location from your profile, but if you are in one of the areas where Gen 2 came with drum brakes in the rear, those do rely on regular use of the parking brake to keep the normal service brakes in adjustment.

Any warning lights or messages on the dash? Does the dome light work correctly?
