Nope. It's only available as an accessory for the 2023 XSE trim.

Here is a not complete list of models and model years that can work with the Toyota Dashcam or Toyota Integrated Dashcam. All of these require an app.

Don't know if the configuration I built was limited by the zip code I entered or if all of them are like that.

I was after a Limited Loaded with all packages and some options. I was surprised at how much decontenting had been done where what were options now had been standard then. Two colors only. One interior color.

Then I changed my zip code to where I lived 15 years ago and where I had gone to buy Toyotas before. Now all the colors were available, (exterior and interior) as were two packages and the dash cam. So the limit must be the SET distributor.

EPA specs are the same on the Toyota site for the 2023 models as they were for the 2022 with one exception. They have not entered them on the Toyota USA Newsroom site, in fact the 2021 model year pops up when selecting the RAV4 Prime under Crossovers & SUVs. The only 2023 model that pops up in the Toyota USA Newsroom site is the gas only RAV4.

The 2023 RAV4 Prime on the Toyota site still is listed as 40/36/38 mpg city/highway/combined and 94 MPGe combined.
    The 2023 RAV4 Hybrid LE/XLE/Limited/SE/XSE trims haven't changed at 41/38/40 mpg city/highway/combined
The 2023 RAV4 Hybrid Woodland Edition is new and is listed at 38/35/37 mpg city/highway/combined. The only difference is the Woodland Edition has a 244.8V NiMH battery while the other hybrid trims have the 259V Li-ion battery. Curiously there is no tow rating for the Woodland Edition, while the other hybrids are listed as 1750 lbs. That's not saying much because there is no curb weight or payload listed either. It is cheaper than the Limited and XSE trims with no other packages and only one accessory available (Digital Mirror). Supposedly it has a higher wattage 120V inverter available than the 100W found on the others but I haven't found it, yet.
