I was cleaning the egr cooler and disconnected both batteries gen 3. Took egr apart and parts were removed to get at egr.

An emergency happened and a big truck needed to get in the back yard.

They pulled my Prius with a tow truck to the street to get the big truck in the back yard.

The tow truck would not put my car back because it does not seem like the Prius can get in neutral with no battery.

There is a street parking ban in my town where you generally cannot park on the street after midnight.

Any ideas to get the Prius back in the yard.

Reconnect the 12 volt battery, go to IG ON (two power button presses, no touching the brake pedal), shift to N, and roll the car.

You'll get some trouble codes from going IG ON without some sensors you probably unplugged (like the MAF sensor, so P0102), and a P0A0D trouble code from going IG ON without the orange traction battery service plug in place. No big deal, that code just means "hey you garbanzo bean, you went IG ON without the service plug in place."

You didn't really need to remove that plug to work on the EGR anyway, unless you were thinking of something like moving the inverter for more access.

I think they'll do that, often enough. The tires survive, as long as it's not a long-distance pull.

Before ABS, tires endured slides every time the driver locked the brakes.

This is one of those examples when to use parking brake.

Does the Prius stay in gear when the power goes off

It always shifts to P when you turn the power off, unless you do something extraordinary to prevent it, like pulling a fuse so it can't.
