We've had this 2004 for about 5 years and the keyless entry as been intermittent at best to the point that we had a key cut just to open the doors.
    What I've done:
    • Checked the lockout button under the steering wheel.
    • Replaced the batteries and verified the voltage.
    • Tried to reprogram the FOBS. I get the car in program mode, no problem but when I press the lock/unlock on the FOB, nothing happens except the little read light on the FOB blinks.
With two FOBs behaving the same, I'm thinking there's a lose connection some place. Where should I look and is there an antenna to check?

Has the keyless buttons ever worked? Lock and unlock?

Very intermittently. They haven't work for a couple months.

I would suspect the batteries are the culprit if it's intermittent. Do you have SRS keyless ignition? If you have SRS and can start the car (or open the doors), then it shouldn't be the battery.

I was thinking if the lock/unlock NEVER worked, then it's a keyfob problem.

Assuming that you have SKS (small black button on each exterior front door handle and tailgate release, + silver Toyota logo on the fob), then you need one fully functional fob if you want to add another (brand new) one.

My first thought would be to replace the batteries in both fobs then recheck function. You might need a fully "Prius capable" scantool to check the SmartKey System ecu for codes.

    Here's a scantool review thread.
