Following all 4 tires being replaced by discount tire, to Michelins Derender T+H 195/65 R15 per their recommendation for the Reno area, the TPMS light started flashing, then went solid about 10 miles later.
All attempts at the reset procedure failed. I turn car to ready mode TPMS warning light flashes slowly for one min the goes solid at which time I press the TPMS switch and can hold for as long as I want, the light just stays solid never starts flashing to verify reset is initiating. Checked all tires for pressure and they are at desired pressure nothing wrong there. Drove around the block just to check, and yup, light still on. Does it take time to reset itself ? All the procedures say it will flash slowly three times then go out.

This is more likely the TPMS batteries have died. They last about 10 years on average

You're in a generation 2 Prius with dying batteries in the TPMS sensors they're behind silicone and clear stuff You have to dig them out cheaper to buy for TPMS sensors made by the company called Pacific and can get them on eBay You want the green logo ones That's the ones you'll be taking off your car they make the center cap and all the trim for your wheels Pacific does even for the generation 3 but our cars the generation twos use the green logo sensors it'll be advised when you look for them on eBay others will work you'll see them when you do your search for your year and model

Take it back to the tire place and get it fixed... They should of given an option to install new TPMS sensors so you don't have this problem. If they didn't that's on them. If they did and you said no, that's on you.

Thank you all for the responses, I was not very familiar with these little sensors as all my vehicles are older and do not use them.

I followed this advice with success, Discount tire admitted that very thing and will be replacing all of them for free. They had me show back up today for sensor testing, and all but one failed, they said that, when they move the rim far away from the car, that if the sensor battery is weak, it wont reestablish a connection with the computer. They gave me a voucher for free replacement of all sensors, because in fact, they should have recommended they be replaced on an 08 of unknown sensor age and the manager was who helped me the first time, so he admitted to not having recommended that service. I will report back after the first of the year when this task has been completed.

Congratulations! Always nice when a shop is honest like that... It's so easy to BS people in the car repair business these days that it's hard to find shops with integrity. I think I'm more likely to consider buying from Discount Tire in the future because of this.
