What is going on in Cali in the base case?
Fossil diesel banned for trucks? half of USA farmers growing soybeans going to revamped "oil" refineries around the country to use high pressure H2 to hydrogenate and deoxygenate the veggie oils to make paraffinic diesel from food, to ship to California to profit from large Cali subsidies to do this.

Bottom line, the lions share of Cali pollution is coming from diesels, and even if you think soybeans to diesel makes eco-sense (and why would you) it just a partial fix on the diesel emission issue.

    What base case is this?
I'm only finding items on the state phasing out diesel truck sales.

Lot's of artificial diesel (advanced biodiesel) is being made for Cali. It started with Cali imports from Neste from palm oil sources, now USA is doing it for Cali (some is being made in Cali I believe). Neste was the first company making the stuff for Europe and then Singapore, via hydroprocessing (H2 processing/hydrogenation) from palm oils. Palm oil is advantageous because it has more nC16 vs. nC18 side chains and has more fluidity in cold weather...but of course Cali is warm so no big deal to use nC18 oils like soybean/canola.

I am always happy to read about this California manufacturer. No time now to read about their hydrogen offerings. I thought the hybrid buses were a great idea, like it’s a perfect match for city buses.

Which is a different case than banning fossil diesel.

The process can use oils unsuitable for human consumption. If that is still objectionable, capture CO2, and add it to the hydrogen for methane, methanol, diesel, and other hydrocarbons, including gasoline. The company that built Porsche's e-gasoline plant in Chile is moving forward with ones for other products in Texas.

That's fine but that's probably green-washing, what's happening farmers across USA are growing oil seeds for Ca. green diesel, being converted to diesel in revamped oil refineries. I do not have numbers but that is what I am asking. Not sure how this came about, originally U.S. regs stopped refineries from bio-coprocessing to protect bio-diesel market. Maybe if they process 100% veggie oil it is allowed.

They also leave out the fact that electrons are simpler, lighter and more abundant than hydrogen.
And all these are irrelevant facts
