Made a regular maintenance. The technician told I have bulging on all 4 tires ( original one Toyo Extensa A/S II ) and recommended to replace them. I have only 20k miles on the tires. I believe it is some manufacture defect. But there is no recall on the serial number of the tires. There's recall on Toyo Extensa A/S II but on different number. Also, they told me there is no warranty on the tires that came with the new car ( can you believe it?!). What can I do now?

the tire warranty is usually in the glove compartment wit the other paperwork, or you should be able to find it on the manufacturers website.
could you see the bulging, or are you taking his word for it?
might be worth a trip to a tyre shoppe

Standard industry practice. Believe it. Read your Toyota Warranty Guide:

Same as everyone else: buy new tires. The aftermarket tires should have a real warranty, from the tire maker, not the car maker.

Here's the warranty for Toyo OE tires:

    https://www.toyotires.com/media/04zhejib/warranty_oe.pdf

Quick version: Less than 25% wear and you get a free tire, including mounting and balancing(though not taxes or other fees). More than 25% wear and you get a prorated refund([(Original usable tread worn) ÷ (Original usable tread)] x (Actual current dealer selling price).)

Maybe you can go back and show the warranty document to guy that told you there wasn't one and film his reaction? :)

I see only "replace", not "refund". I.e. no cash back, just a discount to buy same-brand replacements.

The only time I had opportunity to check up on a pro-rated tire warranty, which wasn't on OEMs, it was no longer a standard stock item, and the "actual current dealer selling price" of that model had risen so much that pro-rated replacement was not competitive with other equivalent choices.

By OP's distance, most of my OEM tires have worn down enough to leave little proration value.

The guy was right regarding Toyota warranty coverage. One would need to go to a tire dealer carrying that brand in order to get any warranty service. Hammer's link shows that some car dealerships are dealers of that tire brand, but the Toyota shops near me are not.

The problem is the Limited warranty states they are not covered the bulges because consider these defects as a result of road hazard.

    WHAT IS NOT COVERED?
This Limited Warranty does not cover the following categories of claims:
Rapid Treadwear: Original equipment tires are not guaranteed to last a specified
    number of miles.
Damage from road hazards (not limited to cuts, snags, bruises, impact breaks,
bulges, punctures, stone drills, chips, and scales), fire, theft, or collision

anyway I'm going tomorrow to the toyota dealership. They should inspect my tires and give the verdict whether it manufacture defect or road hazard.

The limitation language under warranty that you posted doesn't mention sidewall bulges, which is clearly not from road damage but from Toyo having a long history of selling low quality tires. Myself and many others have had Toyo tires that have done this.

Don't take no for answer... There's simply no way you can have this problem with all 4 tires at the same time in the first 1/3 of the lifespan of the tires because of road damage. And if you don't get results, call Toyota's corporate customer service office.

while it does mention bulges, i don't see how they can be the result of a road hazard, especially on all four tyres
