2015 Prius C with about 60k miles won't turn on.

    Car is driven weekly about 10mi. Last week had no issues. Tried to start the car today, all the dashboard lights came on and stayed on, car won't move. Turned car off and back on, and check engine stayed on. Headlights turned on and windows were movable. Tried turning the car on again after reading a bit, this time nothing turns on but there is a buzzing/moaning sound. Brake lights still turn on even with the car off.

    I had the 12v changed almost a year ago, and I did have to charge it up few weeks ago since the car wasn't being driven too often. I last drove it a week ago with no issues. Is this an issue with the 12v battery or a bigger issue?

    IMHO; get the battery properly tested, rather than rely on anecdotal information.

    You may have a shorted inverter coolant pump that popped one of the main fuses that wouldn't effect lights. That's why you test, rather than do the hokey-poky, spin around and wave the magic wand.
