Watching Consumer Reports' portable GPS video today they mentioned that windshield mounts for portable GPS systems are illegal in CA and MN, and that in these states you must mount your GPS a different way. Has anyone here ever received a citation in CA for mounting a portable GPS to the windshield?

    Correct.

No, but I almost never mounted my GPS unit via suction cup to the windshield anyway. I use https://buy.garmin.com/shop/shop.do?pID=8100 instead. FWIW, I've had my radar detector mounted via suction cups to my windshield for >3 years in CA and not ever gotten pulled over or a ticket for it (yet).

Well, I think that Garmin friction mount is frigging fugly, so I'd look for a different kind of mount. From 1998 to 2002 when I lived back in the high desert I also mounted a radar detector on the windshield of my cars and never got any grief for it. Might be one of those unenforced laws...

    beats having it falling

I think it's ugly too but so what? It sure beats having it fall down all the time from the windshield or out out of the cubby of my Z (Garmin Nuvi 660 mounted in 350Z cubbyhole - The Nissan 350Z Wiki).

It stuck well against the plastic circle at first but then kept falling. I tried the windshield and it didn't hold well either.
