Not like Oil as a natural resource which cannot be made, Battery Technology is simply a bunch of Patented Know-Hows.
They can just pay royalties for the design and making these batteries domestically to drive the economy.

Didn't GM already start bringing more Euro Engineering (aka rebadging) for its product line as well?
