    The problem is not that we don't know how to drive, it's that there are just too many cars on the road and the roads cannot handle it. The BQE is just one small example. Where I live there is a Blvd which during rush hour back up for miles with traffic lights every block... It's just ridiculous how the city kept allowing more building and more building to generate property tax dollars and never cared about quality of life.

    I completely agree with you on the fact that NYC's infrastructure is sorely lacking. However, this article is based on people taking a multiple choice test, similar to the written part of the test you need to pass in order to get a license. An astounding 20.1% of licensed drivers nationwide (~41 million people) did not pass!
