Engine Block Coolant Drain Plug.jpeg

Not sure what this bolt is for. (This pic is not mine. My bolt/plug is much filthier with oil.) I will remove, clean and reinstall with threadlock. But, I wonder what this bolt or plug is for. Any thoughts?
