      Kathryn, When you buy a new HV battery from a Toyota Dealer, it comes without the battery ECU. Normally the dealer wil take the ECU out of your old battery and install it in the new battery (adds some labor time to the job). There really is no need for them to charge you for a new ECU. If they insist on a new ECU, I would go to a different dealer for service.
