Here's a solution:

If you drive by my place, I'll make sure to come out and punch you in the face. When you are passed out, I will rip out your woofers. Problem solved.

Off the top of my head, I would say attach some self-adhesive velcro to the back of the mirror, and secure the mirror to the plastic base and/or windshield using more velcro as straps, so the mirror no longer pivots. The self-adhesive velcro is semi-permanent. The velcro straps are removed when not in use.

Second possible solution: Try some plumbing compound, which is an thick oily compound designed to seal pipe threads. The good thing is it is designed for high heat so it wont' turn runny during hot days. Similar to teflon, but liquid. It could stiffen the joint enough to prevent it from moving around. $3 at home depot.

Third solution: Thread lock compound. This is permanent, so not advisable unless you are desperate.

 

^ Well, to be honest, on second thought plumbing compound will make a huge mess. It's quite oily.

I've studied the rear view mirror and I suggest you try some window putty. It is easy to apply and remove, and it's cheap. It hardens, but only after a long time (like a few years). It will allow your mirror to still be adjustable for about a year. This may stiffen the joint enough.
