Ok; so yesterday when going to the bank (to pay for my car loan no less -.-) My wife let me know (well started yelling more like) that there was water coming out of the dash all over the carpet. It was 40 outside so I was using the heat; had it set to 76. I tore apart the flooring and found where it was leaking

Any ideas? Its dripping out where those wires are. I'm a fairly decent backyard mechanic. But I'm kind of unsure what to do. I called toyota and the tech told me to try shooting a shot of air up the rubber tube under the carpet to try and clear out any blockage. But that didn't seem to help.

The most common under dash leak comes from the a/c system. The water condensation drip hose gets block and water backs up until the evaporator/fan enclosure can no longer hold it all and it spills out (usually during left hand turns). An automatic system can and will use a/c even when heating to keep humidity levels down.

Another source of a leak is around the windshield and/or A-pillers.

If you can, find a garage that has a vacuum system to suck the gunk out of he AC evaporator drain. The alternative of blowing air into it pushes any gunk into the evaporator, which is less desirable but certainly better than having a water leak.
