I'm a happy new owner of an 08 Prius. The only problem is the navigation system shows an error "program cannot be loaded. please consult to a dealer." followed by Japanese text.

I did some research but didn't know how to eject the DVD, so I ended up unplugging the unit and disassembling it until I manually got the DVD out of the drive. I didn't see any dust on the DVD or the lens. I did use alcohol to clean the lens. After putting the unit back into the car, it didn't seem to help, I still get the same error message.

I did notice quite a few small scratches on the DVD and a couple short but deeper ones near the edge. Strange how that happens if the disc just sits in the drive.

Anyway, I finally figured out, if I just move the little switch to the open position, the DVD will eject when the car's accessory power is on. :D My computer's DVD rom drive will read its file system. The software is proprietary so I have no way of running the DVD on my computer. But, is there a way to check for sure what is on the DVD is readable? I'm wondering if the drive in the navigation unit is less capable of reading scratched discs than my PC's dvd-rom drive.

    Any help appreciated.

I assume you tried inserting the disk and see if starts a load sequence? I am also assuming you used Isopropyl Alcohol to clean the lens? When I upgraded the software for my '08, it made a specific point about really bad things happening if one decided to turn the car off during the install process. In essence "Bricking" the Nav unit. The other thought is the Laser in the DVD reader is dead, it happens. There may be a reset button for the Nav, then try a reload of the Nav DVD. This is an original disk, not a copy? A couple of thoughts, hope they help!

I think that voids the warranty.

No, I didn't try inserting the dick :p
yes, I tried inserting and ejecting the disc a couple times. (original disc U32)
What happens after inserting the disc is the drive keeps making motor noise that repeats every 2 seconds, it keeps doing that a very long time, until I shut off the car. Next time I start the car, it doesn't do that anymore.

When I took the whole thing apart, I didn't see a reset button, where is it? :)

You Might Try asking The Dealer YOU Purchased the car from. Or The Person.
They should know the answer how they did it.
Or Just take it to a Toyota Dealer.

So it is an original disk, got it, and not a copy? Sounds like the head in hunting for the first track of the disk, and not finding it. This is going to be a pain in the nice person, but I would pull the cover off of the DVD unit, plug it in and watch the load process. Make sure the disk spins up and check to see what is making the click sound. It's either the load mechanism, or the laser assembly is hunting. Also note the disk should maintain spinning while the head hunt is in progress. If all this seems normal, I would bet the Laser went bad, it happens.
as far as a master reset, I was throwing that out there as a possible way to clear out a corrupted map program. It may very well not have one.
You may need to take it to the dealer. If you do I would omit the part about how you disassembled the DVD unit...just tell 'em it not working right, what next?
Let us know what they say.
Lastly, there will be no more dicking around on this topic......:D

Since your computer will read the disc, you could use dd to make a copy and see if it will read the copy... It will not work if there is copy protection on the dvd, do you know if there is any?

I'm having the same basic problem I just changed the 12v accessory battery today and now I get a black screen that says the program can not be loaded, I checked the dvd and all seems well with it, but when I re-insert it I don't see anything about loading maps just same black screen saying it can't be loaded..tried it in diagnostics mode too and it won't load under navi says NRES and a couple other thing say CHK and I am at a loss as to what else to try is there a fuse I may have blown when I reconnected the battery that would make the navi box under the seat not communicate with the Touch display? Any help or suggestions would be appreciated I've tried google fu to no avail and search function on here and this is the closest I can get to my problem.

I've never heard of a 2nd gen Prius that will work with a copy of a navigation disk. Most people selling illegal copies of the DVD exclude the Prius from the list of vehicles that the disk will work with. Since you are new to the car, look at the DVD and see if it is an original. You need a gen 5 navigation DVD, and the original data version will probably be either 6.1 (October 2006, marked U31) or 7.1 (October 2007, marked U32) depending on when the car was built. The data version changes each October. If you have a newer version of the data (8.1 through 13.1), the DVD has probably been replaced and may be a copy. Look on eBay and you will be able to identify an original DVD vs. a cheap copy.

Did the navigation work before or after you took delivery of the car? The previous owner may have replaced the original DVD with a copy thinking that it would work and kept or sold the original. If you have a copy, you can buy an original on eBay or from a Toyota dealer. If you buy on eBay, try to get a current or recent version. Some people are trying to sell DVDs that have 8 year old map data at prices close to what you can get the current version for.

For my issue, yes I personally checked the dvd it's toyota factory U31 and there's not a scratch on it and I've had the car for about 3 years and the 12v went out the other day and everything including the gps unit worked perfect until the battery completely died during the night and I replaced it with a new one the following day and the gps now says "a program can not be read" please contact a dealer or something to that effect. I tried ejecting the dvd and putting it back in and it doesn't want to attempt to reload.

I recently changed my 12v battery out and now my NAV will not work. When I select NAV it simply says, "Program cannot be loaded. Please contact dealer." and then there is some Japanese writing. Does anybody know how to get the NAV system to recognize the DVD? It worked fine before I installed the new 12v battery. I've tried ejecting and re-inserting the NAV DVD and have unplugged, waited and then re-inserted the plugs on the front of the NAV's DVD unit under the driver's seat.
Any insight would be greatly appreciated.
