Can I apply for my fastrak transponder before I get the plates? What do I enter for License? What counts as "registration" the yellow sales form?

From the Metropolitan Transportion Commission website:

    http://www.mtc.ca.gov/services/fastrak/hybrids.htm

What if I purchased my hybrid vehicle recently and do not have the DMV vehicle registration yet?

If you do not yet have your DMV vehicle registration, the FasTrakâ„¢ Customer Service Center will accept either: 1) your purchase agreement from the auto dealer with the Vehicle Identification Number (VIN) typed in by the dealer (a handwritten VIN is not acceptable), or 2) the temporary registration that is affixed to the lower right-hand side of the windshield.

Yes, I brought my bill of sale (yellow form), and also the temporary registration that the dealer stuck on my windshield. That should be all you need. As far as the application goes, I entered "New Car" under the space for License Plate #.

The replies answered most of your question I think, however the title of your post is asking if you can apply online. Only non-Hybrid vehicles can submit a FasTrak request online. Hybrid vehicles must go in person, mail or fax the request in, no online applications.

I did mine through via fax, live in the Gilroy area, had mine back in less than 2 weeks.
