    Isn't that more like a registration fee for the car? Here in NJ, I'm paying $8000 a year in property tax, and that's somewhat on the low side.

    Yes VA property tax is lower than NJ on the house, but VA adds cars, planes, boats into the property that you have to pay tax on. They call it property tax here and it is every year. Registration fees are on top of that.

    ....if I am trying to get a relative in WV to buy a plug-in hybrid, should they go for PiP or FORD Cmax, in other words same cost or PiP cheaper?
