California SB-286 HOV Extension Update

    Both Bills SB-286 & SB-266 are scheduled to be read a 3rd time in the California Senate today.

    I believe this is procedural since there is no fiscal impact from either bill. An analysis is presented with the third reading. Once approved by the Senate it goes through the same procedure in the house. If passed by both houses it goes to the Governor for signing into law.

    ARGUMENTS IN SUPPORT: According to the author’s office, continuing access to these alternative fuel vehicles has proven to be the strongest non-monetary incentive California offers to consumers to purchase the next generation of more technologically advanced vehicles. By extending the life of the available stickers, this bill will provide a much greater incentive for individuals to purchase these clean cars.

    What is the difference between SB-266 and SB-286, other than the expiration date (2018 vs 2025)? Will one get dropped, or will they get merged, or can they both pass??

    I'm no expert, but SB-286 has more supporters listed and no opposition, whereas AB-266 lists the Orange County Transportation Authority opposing.

    Looks like both of them now say 2018? On AB-266, it used to read 2025, but its been crossed out? Not sure if I'm reading this correctly.

    They probably amended the Assembly Bill to get it through reconciliation after it passes both houses. So we aren't getting 2025.

    It is still active and in Committee Process. Was referred to Committee on Transportation on May 16th.

    As best as I can interpret the bill status on the legislature's Web page, the Senate and House versions of the bill are progressing normally. At some point, they will be merged into one bill.

    I hope they strip the plug in prius from the green sticker list this time - it is kinda embarrassing to give access to a car that only gets 8 miles on electric power in the HOV lane when surrounded by Volts, Leafs, Energis, Teslas etc.

    Really hope the legislature does the right thing to encourage evolution of "super hybrids" or all electrics rather than just caving to Toyota lobbying (come on Toyota - how hard is it to improve the Prius plug in to match the other manufacturers?)

    Keep an eye out on what just might come out in 2015 for EV miles. Hopeing for more!
    In summer time I am getting 15 to 17 EV miles, I do have a good commute tho!
    You must have lots of hills and fast speed (interstate) to only get 8 miles EV.

    I think his entire drive is all up hill thus his 8 mile EV range. I am getting 20 from work and 12 to work.

    I get ~14 miles per charge and typically 80% EV overall. But 100% of my commute in the HOV lanes is EV. (OK, maybe only 99.9% since every so often I get the 124 mile forced ICE when commuting)

    Actually, this brings up a good question. How likely/easy would it be for legislature to strip the PiP of its single-occupancy HOV access? I can't imagine they'd do it considering most PHEVs average similar EV range (except the volt I think), and pulling the PiP for limited EV range would mean they should pull other cars too like the accord PHEV, and fusion PHEV.

    I bought the PiP for the sole purpose of HOV access, and if the govt took that away, I'd be pretty upset. I haven't saved up enough for my model S yet!

    It would be an unenforceable mess to revoke some Green Decal (Plug-in Hybrid) models and not others. As the cars zip by and the officers sees the green decal, the officer would have to know which models are still valid and which aren't. It's one thing to control which models get the decals in the first place or to decide when a particular kind of decal expires, but once the decal is issued for a particular model...
