    Hi

I wonder if you could help me - I'm looking at a 2007 prius with 44k miles on it.

it has Toyota service every year from 2010 at 17k

But I can find nothing before that - is this dangerous? It might have been serviced, but is it bad buying a car that may have missed it's first 2 years service?

I would not conclude that it was not serviced. As long as the oil was changed, there should be no issue, there isn't anything critical to do for that mileage other than change the oil. If you seriously suspect that the oil was not changed until then, the "damage" would be from poor lubrication and sludge buildup in the engine. If the compression is good, the car doesn't use oil, then I wouldn't be concerned. To remove sludge buildup, you could do a flush at the next oil change.
