I'm not sure if this is appropriate or I should get advice from somewhere but I've no idea where else I should turn to since I'm not physically located in the States.
I've purchased Hood Protector and Bug Shield for 2010 & 2011 Toyota Prius from JuicedHybrid.com in 2011 & it's found to be broken when received at the Post Office. I refused to accept the delivery & asked the Post Office to return it to the sender.

I reported the problem to JH & even lodged the complaint to both USPS & Pos Malaysia whom were responsible for this parcel shipment. Both courier service provide responded that the packaging is subpar for the handling during shipment & it's not their responsibility for the damage as they couldn't find the parcel damage in their custody.
With almost 2 years of corresponding, JH refuses to reimburse & only now they gave a reason that I should have accepted the parcel & get reimbursement from them by returning it by myself.
As I'm remotely far away & I've no idea what to do in order to get back my money from them, any advice?

It's been 2 years! Don't you think it's time to move on?

I'd have if they mentioned it right away in March last year after both the couriers responded. Letting go after JH dragged it for almost 2 years to finally now refusing the reimbursement is right thing to do?

The correct approach would have been to report the damage to them then arrange a return for a replacement or refund, not refuse the delivery so I think you erred on this. I've never had a problem using this approach, but if anyone gives me trouble my credit card company will take care of me.

Sad to hear what you're going through & I sympathize. They should have refunded you as that would have been the right thing to do IMO. Not sure what you can do after this much time elapsed as cancelling the charge through the credit card as 32k stated, would've been the best option if the company didn't refund u right away. Maybe I'm naive but when u open up the package aren't you accepting it? How did you know there was damage to have the delivery guy wait there for you to inspect & refuse it? Just curious.

I opened the package right in front of the officer at the post office collection counter when it was spotted abnormal on the packing that I demanded the inspection before accepting it.
But that's besides the point, JH didn't mention it right away when I reported the damage urging them to report to USPS & I've refused to accept the delivery. Instead, they dragged it until now then only they mentioned I should have accepted the delivery & arranged it to be returned... well, for one thing, returning it by myself is much more expensive due to the charges by Pos Malaysia & they'll refuse it due to the subpar packaging for the second thing.
Too bad that the credit card company cannot reverse it because this transaction has been closed & they can only recommend me to settle the dispute with the seller.

You clearly didn't follow their return policy:

Had you done that, you would not have to pay to return it and you would have gotten a replacement or credit.

Yes, it does apply to international orders if the item is defective.

Next time, read the return policy more carefully.

they didn't inform me about refusal of delivery didn't work right away, as mentioned. dragging it for almost 2 years & this policy might have been changed already into what you're reading & the part would have been returned to them more than a year ago. no chance for me to deal with Pos Malaysia to get the part back for that arrangement.
I've no idea what will be their argument on manufacturer's defect in this case as they keep blaming the couriers yet both USPS & PM claim that it wasn't their fault as the packaging is subpar.
thanks for pointing that out though, but again, I see no reason for their excuse for no refund since I don't even get the part as intended.

Any reputable companies would provide a pre-paid return shipping label for a defective or damaged item assuming you follow the proper procedure. This is nothing new and has been going on for years. You simply erred by refusing the delivery rather than follow their return policy.

If you've read the new return policy, it stated also for refused shipment & they'll just deduct a fraction of the price as restocking fees.

Yes, that was done long time ago. The thing is that they dragged the thing until a point where most customers will just "let go".

So refusing the shipment is a bad idea. You'd want to be completely covered in terms of shipping charge and get either a replacement or full credit. Probably started charging that restocking fee because too many people were refusing delivery rather than follow the proper procedure.

Any credit card company will cover you if you file a dispute within 60 days of the transaction. Just don't wait 2 years.

When you call the company what are they saying to you?

Do you have all your receipts?

If you don't get what you want ask to speak to a manager.

If that does not work ask to speak with the Executive Asst to the CEO

Write a letter to the CEO

If that does not work write the better business bureau in the city they are HQ

Than move on or take them to small claims court

Well, again that's besides the point, now they dragged the thing out until now then only they tell me, "you can't refuse the delivery", "we'll not refund to you". I was expecting that "we'll refund you but we'll deduct some for... [whatever their policy has stated]" but not zero refund.
that was definitely a lesson, don't buy from US a fragile part that can't arrive within 60 days before the credit card centre won't be in help for any dispute.

Than ask to speak to a manager and tell them you did not know the policy and can they refund the $ less restocking fee. A manager can override a policy with justification

Yes, everyone should do this. If you don't get something within 60 days they're probably up to no good and you need to report to your CC company.

I tried, but they just don't bother to respond & will only give a little response like I'm just newly claiming for the refund & I've to refresh them again a month or two after then only they repond. I don't mind about whatever they've stated in their policy on deducting a fee or what not, dragging the whole thing for almost 2 years then only to tell the customer they'll not get refunded over the damaged part because they refused to accept the delivery is the thing that is unacceptable.
I'll try calling IDD to get to the manager, thanks for the suggestion.

Report back when you speak to the manger. Just be calm and polite
