I would think it's the entire assembly - whether its a rebuilt unit or new, I can't say. I took a look at all views supplied and it appears complete. Just unplug the old one and plug in this unit and it should be good to go. I can't recall, but did you say you did not spill anything on the connectors? If not, the female end from your car which plugs into the new switch should be fine. Sorry that I have not used the site, but it came up on a search. Good luck.

Sorry to hear...send it back. Maybe there were a few differences over the G3 connectors from year to year. Maybe you got a different year. Give them a call and see if there's a part difference between the one you received and the correct one:

Sounds like you might have a broken wire inside the wire harness boot that goes between the door and the body.
It's a common place for wires to break as they get worked every time the door opens and closes.

With the new control panel, do you still get the "flashing green light" on the driver's window control? If so, you should at least pull the door panel completely off and check if there's a secondary connector that isn't tightly snapped on. I don't recall if you said you had the door panel off. If that fails to reveal the problem, it's time to take it to a dealer and pay for the diagnostics - at least you know it's not the control panel. The flashing green light must mean something.

Hopefully you can return the control panel you purchased for a refund. I'm guessing the return shipping alone is approaching the cost of that panel. Anyway, at a dealer, they will probably hook up a Techstream unit and try to diagnose it that way. But for now, taking off the door panel for a deeper look would be worth it. Here's a link on how to do that: Removing Door Panels | PriusChat
Two things I would do first that make the job easier is to remove the control panel plus its connector and then gently pry out the courtesy lamp and remove its connector. Note on the picture below - this is the passenger door but the driver's door should be a mirror image (Dynamat is a separate mod).
