I recently drove almost 150 miles to a Toyota dealer in another state to purchase my third Prius - a specific model and color Prius – a 2013 cherry black Persona – after arriving at the dealership I was told that the car had approximately 1,900 miles on the odometer. I asked if the car was a “used “ car and was told that it was not used that the mileage was due to a VIN mix-up and then used as a demo. and company exec. Car. I should have asked what a VIN mix-up had to do with mileage but didn’t think to do that. I later learned that the car had been used by other consumers to do a good amount of traveling. When I called the dealer and spoke to the General Manager, I was told that as long as the car had not been titled he was permitted to sell it as new and in that state it could have as many as 7,000 miles on the odometer. Any comments or advice as to what my next step, it any, should be.

I would drive the car, that is what it is for. In 200,000 miles, will an additional 2,000 matter?

If you feel the dealership HAD to be punished for following the law, you could 'demand' a free 30,000 service (the first 25,000 are free anyway) but that will mean driving it an additional 300 miles just to have them service it.

(my dealership found my ideal Prius in New Orleans, so mine had over 500 miles on it 'new')

Once you drive the car off the lot you don't have much bargaining power. For your sanity move on and do future business elsewhere.

If you didn't buy the car ask for one with lower miles

My complaint is not the number of miles, after all I bought knowing that number. What my complaint is that the car was used by another consumer who put most of those miles on it, not the dealer or his people – and it was represented to me a s a “new” car – I feel that it should have been sold as “used” given that another consumer had either bought or borrowed the car prior to my purchase and I would have had the opportunity to negotiate based on used car value not new car MSRP or dealer invoice.

In technical terms it's a new car. In practical terms it is at least a demo or even a used car and should have been sold at a discount. But at this point, regardless of the price paid, that ship has sailed. Negotiation comes before signing the papers.

You might try getting some free service or some other token consideration from the dealer but you are at the mercy and good will of the dealer after the fact. Not a favorable position. Your health and peace of mind may be better served by acknowledging 1,900 miles on this car is a month of driving for many and a drop in the bucket of the life of the car. Be glad it didn't have 7,000 miles it. Own it, live with it, drive it, love it. What a great car!
