    Welcome to Prius Chat!
I recommend studying the original brochure as most used car sales folks will not know much about the car. Both the 2010 and 2011 brochures are available if you do an online search.

The Prius comes in option packages, two through five. The two is a very nice car. The three adds a JBL sound system Bluetooth and the option to purchase the Solar Roof and Nav system. The four adds leather, an upgraded smart key system, Plasma Cluster, Auto Dimming Rear View Mirror, as well as the option to purchase the Solar Roof and Nav Systems, and/or Safety Connect. The five adds the option to purchase the Nav System and the Advanced Technology Package (Dynamic Cruise, Lane Assist, Park Assist, and Pre-Collision system, but the Solar Roof is not offered.

Your budget will easily get you into a low mileage 2010 Prius Four.

You should really consider looking at new 2013 cars right now. The year end clearance is on and that would save you the time and $$ upgrading the front end.
    Best of luck!

Forget the "small HP boost" mods - there are none that I know of for the Prius.
Get the TRD rear bar and better tires - it will make a world of difference.
You can get a 2013 Prius Two for little more than $20,000 if you shop around.
