Yes, I would start by checking your windshield wiper fluid reservoir. If its low you will need to refill it. Any wiper fluid that you can buy at a grocery store, big box store or auto parts shop will work. If after you check your reservoir and find it has fluid then you need to trace down the black hoses/tubes for leaks. If the tubing is sound the last place that will constrict fluid flow will be the nozzles themselves. Often time inserting a sewing type of needle or the like, into the nozzle and wallering it around can break up and solids residue that may have dried in there. From your symptoms it's apparent that your wash fluid motor is working you either have low/no fluid or an obstruction(s) in the system.

the nozzles should be adjustable. check your owners manual, or perhaps someone hear will know. take a look at them, it might be obvious. are they shooting over the roof?

The nozzles are like a ball in socket. You can aim them by sticking a pin in the hole in the nozzle and move the ball in what ever direction you want. Try the spray again and fine tune the adjustment.

There is a Toyota Specialty Tool to adjust the nozzle; probably an arm and leg if you were to buy it.

Some have had success using a safety pin/sewing needle/paper clip (find one with the best diameter to work with).

Amazon also lists a tool ($19) that will probably do the trick, and should be easier to manipulate the jets because of the handle. LINK
