Or live in a state that doesnt have emissions testing or inspections :D

Michigan hates its gays... its not the "friendliest" place to live, but they really dont bug the drivers. As long as you pay your tabs every year and keep no-fault insurance on your heap, they stay out of your hair. You could cut your catalytic converter off completely and nobody would ever know.

(Cite: We havent had emissions testing since the early 80's - they figured all of our smog goes to Canada anyways and as far as I know -Im only 34 however - we've never had any kind of compulsory vehicle inspection program) (y)

if you drill or punch a hole through a clogged cat core, it will run fine but the cel will never go out. back in the good old days when we had carbureted v8's, we'd knock the converter guts out and put em back on to fool the visual inspection, then lean the idle mixture screws enough to pass the tail pipe test. after it passed, richen the idle mixture up so it would idle smooth. sure miss those days, and the street racing.

Unless you rig some sort of circuit to mimic the effect of working catalytic converter.

Small circuit that would consist of op-amp and couple of other parts could do it. But it does generate constant delay so calculated capacity of catalytic converter would depend on what MAF-sensor reading is when test is done. So this working or not working depends on the limits of capacity of catalytic converter that Prius ECU has.

Even only adding capacitor parallel to o2-sensor may be enough depending on how software is written.

I replaced my Cat with a Walker (WK16337) after finding a recommendation on here somewhere. It only has about 10,000 miles on it but no CEL yet. It cost me $225 for the Cat and then $100 or so at a local muffler shop to install. It may only get me 50,000 miles but for under $350 total I am ok with that.

How is your Walker cat running?. Mine was just stolen and replacing it at a local shop and they quoted me $830 of which $660 was for the Walker cat converte.
