My car is a generation 1, so I can't translate this advice directly to your car, but on mine there are trouble codes you can read from the heat/AC to find out what the trouble is. On the Gen 1 there is no special tool needed to read the heat/AC codes, just the right sequence of doing things with the controls.

I would be really, really surprised if your generation does not also have trouble codes you can read from the heat/AC ... if nobody else knows how, it would only take looking in your service manual on techinfo.toyota.com to find out how.

If this post is right, it's pretty simple to do by turning the power on while holding the brake and the right two steering wheel buttons.
