Alright, so I purchased new assemblies, ballasts, and bulbs.
All lights on driver side works and also the high beam mechanism.
Now for my passenger side, the HID bulb won't come on. The other lights and the high beam mechanism works.
What I've done already is tried out the old HID bulb that did work and also tried the old ballast.
Now what else can I do to try getting it working?

Reason for getting new parts, bought it used, found out the seller rigged halogen assemblies with ballasts and hid bulbs, and used it that way.... (Yay on getting screwed over)

So you bought a OEM Toyota HID headlights and ballast and bulbs, in order to install in non-hid Prius, right?
My only suggestion is there could be something wrong with the harness on the passenger side. You can try to see if 12 V is present in the connector when you turn the lights on. If it is, then you can try to connect a WORKING Ballast from drivers side and see if everything works. You can do the same with bulbs. ( note that aftermarket conversions have different bulbs than OEM D2R ) This way you can isolate wether it's harness or ballast or a bulb not working.

It's an HID prius. The person that owned the prius was cheap and didn't put the correct assemblies when he crashed it... He went with halogen assemblies..
    But I figured it out.
The cable that runs from the plastic cover of the assembly to the ballast was bad. Spent a few hours testing everything out, decided to swap those cables then the driver side wouldn't work. Made my own cables to make it work.
    Finally done dealing with this.

    Thank you for replying though
