Thanks everyone. It looks like both the white and green stickers will expire by 12/31/18 unless another bill amends the date. I appreciate the clarifications.

The white decals were time-limited but not quantity-limited. The green decals were quantity-limited (85K), and it is this quantity-limit that was removed.

My PIP, took delivery on Saturday, purchased Used (certified pre-owned), has the green HOV stickers. I know I'm supposed to contact the DMV to let them know of ownership change to me. My question is that some of the stickers on the car have peeled - will the DMV send me replacements or do I have to request them? I've read where they are expiring in '18 or '19, hence my question.

You have to request the replacements. You will have to take off the remaining decals to best of your ability and send them in + $8. Which means you're out of the HOV for some 4+ weeks. I didn't bother to get replacements when I lost my front decal due to an accident repair. Shhhh... don't tell anyone.

Take a look at the following web site for more detailed information on transferring the stickers to your name and requesting replacements:

They are back to being available again and with no limitations this time. Also, they have been to Jan 1st, 2019 and my guess is they will get extended again, but who knows by then?

...the $64000 question is what CA legislature will do with free HOV for Plug-Ins this year?
are there any proposals yet on the table?

My guess is extension, but not sure which vehicles get it and for how many years

From my understanding they reopened back up for new applicants who have a plugin/hybrid only. Limited slots but Time frame is still the same 2019 but don't know if it will go passed that.
