Please guide if there are any incentives or benefits when purchasing used plugin hybrid.

To the best of my knowledge at least in Oregon that only applies to new car purchases

ABSOLUTELY! There are tons of benefits to driving on EV rather than gas plus you'll use less gas even in HV (hybrid) mode.

Monetary incentives from local, state, or federal government are only on new vehicle purchases; leases sometimes.

Very true! Evening when am returning home and enter my community at 10 mph am totally on EV mode. I feel happy am not exhausting fume on the kids playing around in the community. Wont it be great if all cars were EV or PHEV and they operate only in EV mode in residential areas.

In some locations you can get credit for installing a home charging station. IIRC, the federal tax credit for those has expired.

Federal rebate is for new sales.
For those states like CA, the used plug-in car qualifies for free HOV (for now).

I got a $50 check from my electric company for buying a used PIP. PECO Energy (Philadelphia Electric Company). They're generous that way and will give cash awards when you buy EnergyStar appliances, such as refrigerators, AC units, HVAC, etc.

Not always true. Check with your utility for any rebates or incentives. For example, PG&E started in January 2017 to give you a $500 check for owning a plug-in or electric vehicle. The rebate is tied to the VIN, new or used, regardless of age so long as the applicant is a PG&E customer and a rebate has not already been issued to that VIN.

There is no tax credit for a used vehicle. However, I bought my 13 PHEV for 1/2 the cost of a new PHEV. It only had 16K miles on it and about 2 years old in perfect condition! Way better than the original buyer suffering 50% depreciation (or roughly 40% after tax credit)!

People seem to focus on the tax credits too much. I feel I got a great deal because too many people get SO excited when a new product comes out (think Iphones, Tesla 3, etc) so they will pay ANY PRICE. Then become disappointed when the item doesn't seem so exciting or do what they expected. In the case of the Prius PHEV, I think most people expected it to get more EV miles than it did. So they sold them in droves, taking big losses-- despite the fact if driven like a normal Prius it still got excellent mileage. Hence a couple of years ago there were tons of PHEV's for sale at GREAT prices, even LOWER $$ than regular Prius's which had lower trim (cheaper) levels! Now there are almost none for sale!

Look at CARMAX and see how cheaply you can buy a used Leaf or even Volt now. People seem to only focus on the front end and not the actual type of vehicle that best suits them, their lifestyle and future needs --not to mention resale values.

I bought my 2014 PIP in May of 2016 @ 16k miles and received a tax credit when I filed earlier this year.
