Dealership can't get replacement Smart Keys to work (2007 Prius)

Somehow (I'm going to blame my toddler who likes to throw things in the trash) I managed to lose both of my keys and had to tow my car to the dealership to get the computer "re-seeded" and new keys programmed.

Unfortunately, $300+ later all I have is a key that is capable of starting the car if inserted into the slot. Even though it's a "Smart Key" (chrome logo on back) it's functioning like a regular key. Meaning the lock/unlock keyless entry doesn't work, the doors can't lock with the push of the button on the handle, or unlock while touching the handle, and the car won't start with the key in my pocket like it used to (I have to insert the key to start the car).

The dealership is saying that there's something wrong with my ECU and that it needs to be replaced. But it's just hard for me to believe that my car worked fine until I lost both keys, and now they can't fix it without replacing the ECU.

Does anyone have any suggestions? Thanks!

Check for a Pop-A-Lock locksmith near you.

Called my local Pop-A-Lock and he unfortunately doesn't have the right equipment to work on the smart key system. He suggested checking fuses and taking apart the drivers side door to look for damaged wiring. He doesn't think I need a new ECU like the dealership suggested, because he thinks that if the ECU was bad the car would be having more issues that just non-functional smart keys.

Is it possible that the dealership messed something up when they reprogrammed my new keys to the ignition system?

Yes, very possible. Sadly some dealer technicians seem to have poor understanding of how the security system works on a Prius. I'd try my luck at a different dealer, and then get the work refunded at the first dealer. If they won't play ball hit up corporate to sort it out.

Maybe that fob that doesn't work isn't as new as it is supposed to be. Could have already been programmed, in which case it will need another seed.

I'm surprised that a Pop-A-Lock locksmith wouldn't have the equipment. I thought getting the name implied having a certain level of equipment available. It's not just Prius - it's all modern Toyotas with Push-to-start ignition!

This is why Pop-A-Lock does not reseed.
Reseeding requires a genuine working copy of Techstream ($1095/year software license cost) and NASTF Vehicle Security Professional Registry.
It is a relatively time consuming process
How many Toyota/Lexus reseed requests do they get per day/week/month/year? Probably not enough to even consider purchasing a legitimate Techstream software license.

Look carefully at their website. They only do simple things ordinary people can do themselves, but don't b/c not handy, feel intimidated with technology, etc.

Pretty much all of the modern cars with keyless Start, allow the owner to ADD a key/(s), and some manufactures even allow for DELETION of a key by the owner.

    +1.

    That stealership is incompetent.

What was your exact cost? $700-$1000 range for reseeding 2 NEW Fobs is what I have heard before; $300ish is too low considering a NEW SKS Fob from Camelback Toyota online costs $156. 2007 Toyota Prius Parts - Camelback Toyota Parts - Genuine OEM Parts - Free Shipping

You need a competent dealer to reseed your 2 botched SKS Fobs, that are allegedy new.

It's bad, but not that bad. You only need to seed the first fob, and it may as well be a used one. Once you have a fully working fob, additional new ones do not need to be seeded. And you can fully program a new fob yourself, once you have the first fully functional one.

I'm surprised that Pop-A-Lock couldn't handle it. I've heard only good things about them until now. I think they charge about $35 per seed above any other service. The term I've heard them use is a "token", which is a usage unit for doing a seed. So if you find a $50 used fob, they'll charge whatever they charge to program a new fob + $35 + maybe some more for the extra time the seed requires. Locksmiths generally do not use Techstream. They have different equipment that works with a variety of vehicle brands, instead of Techstream that only works with Toyota.

Keep looking for a locksmith that has the proper equipment - they do exist. Locksmiths know each other in any service area and can generally refer you to someone else who they think has the proper equipment.

There are subtle but major differences, that you may not be aware of.

    non-SKS
If a car has a working fob, you can program a new or used non-sks fob to work with your Prius, yourself.

If you have NO working fob, you must seek dealer assistance or a shop that uses genuine Techstream and has security clearance.

You can only add non-sks fobs (new or used).

    SKS Prius
If the car has a working sks fob, you can program a 100% new, virgin, SKS fob yourself, and retain all SKS functions with this new fob.

If the car has a working sks fob, and you attempt to add a used SKS fob, you will not retain SKS functions on this used fob. To retain SKS function on a used SKS fob, requires pricey dealer assistance for a reset and reseed. Thus, it is cheaper to buy a 100% new, virgin SKS fob.

You can add non-SKS fobs to an SKS Prius, but this defeats the purpose and convenience of having an SKS car.

If you have NO working sks fob, you must seek dealer assistance or a shop that uses genuine Techstream and has security clearance.
OP lost all working fobs. He can not seed any fobs (new or used sks or non-sks fobs), because he has NO working fobs. He is up shite's creek and has only two options: expensive dealer assistance to add the new or used sks fobs, or a shop that uses genuine Techstream and has security clearance. Unfortunately, the dealership was incompetent and screwed the process up.

If OP had one working fob, he could seed a new sks fob and retain sks functionality, himself. Or he could seed a used sks fob himself, but he would not retain sks functionality with this used sks fob. This also assumes the car still has room for additional fobs: 4 maximum (2 original fobs when the car was new, room for 2 additional fobs).

$700-$1000 dealer pricing is what people who lost all fobs or want to reset and reseed new/used fobs.
