You are in Jordan and it is a Toyota North America recall for 6 (?) vehicles improperly assembled.

i would have expected them to list the VINs affected.

Perhaps they meant six trim levels.

It said six vehicles. It is strange that it is not listed on toyota.com/recalls.

The recall @waheed kindly reports here is similar to one announced a few days ago on Toyota’s website in Japan: Report Number 4128, “Recall of Prius, C-HR,” October 18, 2017 (page in Japanese).

The recall in Japan affects a similarly low number of vehicles: only nineteen Prius cars, of all three models (DAA-ZVW50, DAA-ZVW51, and DAA-ZVW55), and one C-HR. The report and its accompanying drawing (also in Japanese) give a few more details about the problem. Very loosely translated:

In some voltage converters (inverters), there are capacitors that are not bolted to the main body of the voltage converter and are supported only by terminals, due to incorrect processing during assembly. Running vibrations can cause the terminals to break, and a warning light would come on. In the worst case, the car might not be drivable.

As with the recall in the U.S., the remedy is to replace the entire inverter assembly. I don’t know if any vehicles sold in Europe or other countries are also affected.

I expect the recall will eventually be added to MLIT’s recall list (in Japanese) and to the Recalls and Foreign Campaigns sections of the NHTSA website. I assume the lack of publicity is due to the small number of affected vehicles and Toyota’s plans to contact each owner or lessee individually—though last year, Toyota did issue a press release for a recall involving only twelve cars.

I searched NHTSA foreign campaigns and this one seems to allude to some US vehicles affected. Perhaps the op's recall.

    7. Reason the similar vehicles sold in the U.S. are not involved in this safety recall / other safety campaign: Toyota filed a Part 573 Report with NHTSA on October 18, 2017 concerning this same issue and is conducting a safety recall on certain 2016MY Prius vehicles covered by that report. This recall involves only Prius vehicles which are equipped with specific inverters which records show may contain a capacitor that was improperly installed to the inverter housing. Other substantially similar vehicles sold in the U.S. are not equipped with those inverters.

It’s hardly worth comment, since so few vehicles are affected, but NHTSA has now posted Toyota’s Defect Information Report, Dealer Letter, and Remedy Instructions for Safety Recall H0U. According to the Defect Information Report, these are the VINs for the six affected vehicles sold in the United States:
    • JTDKARFU1G3501072
    • JTDKARFU6G3507661
    • JTDKARFU8G3523733
    • JTDKBRFU2G3512983
    • JTDKBRFU5G3502769
    • JTDKBRFU7G3501607
The Defect Information Report also explains how Toyota was able to identify the affected inverters, which all had an “improper rework operation at the inverter assembly plant”:

Toyota began investigating the cause of the missing bolts by reviewing the production history data and the capacitor installation process. It was found that the inverter was reworked in the capacitor installation process, and the bolts were not installed during the rework process. Toyota also confirmed that some other inverters were reworked and the bolts may not have been installed. The capacitor installation process was improved to prevent incorrect rework operation, which could cause the bolts to not be installed.
