2006 prius Car was running no problems. I bought a new case for the fob installed my old board new battery. I only had one fob so i also bought a new one. It came with instruction on how to program. This is a black fob black logo on the back. So i did the key in and out several times closed and open door ect. Installed new fob and the flashing red light would not stop flashing. Know the car will not even power up when the Ig button is press noting. no lights on the dash ect no Acc power. Installed the tech stream and Snap on no codes can not comm with the module because of no power can not perform any test because will not power on to ACC. My 12v battery is new OEM Toyota.. Funny thing is the old remote will unlock and lock doors..

Did you also move over the RFID chip from the old case to the new case? This is a rectangular piece that looks like plastic with one corner cut off.

If you still have the old case, go look at it. It is in the half that does hold the PCB, IIRC.

If you haven't moved that over to the new case, it will not allow the car to move from OFF.

Presuming also this is a car that does not have SKS, as you do not mention it and the symptoms you describe are consistent with that.

There is a very small chip that must also be moved over from the old fob.

That is correct, it doesn't look particularly removable, it might even be attached with adhesive. You need to pry it out with something like an X-Acto knife.
