California HOV lane sticker issue

    I bought a brand new 2017 prius prime plug in hybrid and found out that the car green sticker was issued on Dec 22, 2016. By this, the sticker will be expired in Jan 1st 2019 and cannot be renewed.... Pretty suck. I am thinking of reapplying for a new sticker with reason damage ..... Any other suggestions? It is so unfair to buy a new car and can only have access to carpool lane for 8 months left. BTW, the dealer did not disclose this information and I found out after buying it...

    You might contact State Assemblymember Richard Bloom's office to see if you have any options, or if legislative action is expected..

    I am having trouble visualizing Jan-1-2019 in Ca....Ca. plug-in sales will be out the roof this year as people try to jockey for free HOV access after Jan-1?

    EDIT: PS- Bloom has been the author of all the HOV change legislation last couple years

    That is incorrect. You will be able to re apply to get new sticker in 2019. they will be good until January 1st 2022.

    So should I apply for a brand new sticker? Or do as a transfer? If as a transfer, it would be marked as original date for Dec 2016...

    You will have to apply January 1 2019 to get new stickers

    The first couple of comments address these issues, as well as the used car (PiP) questions I had. Sounds indeed like folks who *purchased and stickered* plug-ins at end of 2016 could be in trouble? As long as you purchased in 2017, I assume you are OK.

    I forget when the first Primes went on sale- but Nov_2016 IIRC?

    I bought the car just 2 weeks ago. Yes, it's only 500 miles on odometer now. I was hoping I cold get carpool lane access for at least a few year until later I found out about the new law change. . The thing is the dealer applied the sticker before it was even sold to me. Sucky. I should have bought one without sticker on... That would solve all issues.

    Ouch I see almost 2400 Primes sold in Nov/Dec 2016, not all Ca. I presume a lot are Ca..

    Makes sense to have 4 year period in California. Keeps the carpool lanes from getting too crowded.

    But let's say you got a Prime in Dec_2016 and a HOV Decal...you only get 2 yr of HOV.

    P2017/S2016 - we think you are good to 2022 for HOV eg; OP case of this thread
    P2015 or before/never had a sticker - you can buy this used (PiP) in or out of state and get HOV sticker to 2022

    Caution - This is new program so perhaps clarifications and adjustments will be made.
    People are upset that small batts (eg; an old used PIP) could in theory still get HOV sticker to 2022. People are also upset that end-of-year 2016 buyers are screwed.

    Well these programs are just like that, you have to jump on the program when the language is clear in your favor.

    Raytheeagle bought a RX450h just to have the car go down a few thousand dollars the next model year. Win some, lose some....

    Same thing with the rav4 hybrids.

    At least the hov info is spelled out and you know what to expect

    This is one cluster farrrk law. I called dmv on Friday and they—special Processing unit- didn’t even have a clear answer for my situation.

    I agree the law does still seem "iffy" as it has not been implemented yet.
    In your case, keep in the mind the Ca. car dealers have been allowed to order the HOV stickers way in advance so they can apply the sticker to the car as it arrives from the port for sales. So I do not see how the date of the sticker was ordered can be used as a disqualifcation metric for the HOV law.

    I would like to advise people to go out and buy a used PiP that never had an HOV tag, and get HOV out to 2022. That seems to be allowed by the law, but perhaps it will be changed, so that is a little risky.

    One thing I think I can probably say, if you have a PiP without a HOV sticker, go get one. You car possibly will gain value.

    Again I suggest reaching out to Assembyman Richard Bloom's office who presumably may be considering any legislative updates to address these emerging issues.

    One thing I find weird is that nobody is talking about these ramifications., I guess we are all so focused on the divisive national politics. A couple years ago we'd have had so much discussion on this.

    They should change the law to new car is allowed to have 4year access.. Regardless of date of purchase....

    It’s good to extend white/green sticker to 2022. Not sure how they are going to enforce rolling 4 years. CHP are checking different color sticker, it’s almost impossible to check expiration date if you are traveling in a highway speed.

    According to http://www.arb.ca.gov now issuing Red Decal. Also will expire 01/01/2019. All the red, white and green decal can apply for new decal expire 1/1/2022 new application process is still pending.
