    Yes, you are correct.
NOTE: Owners of vehicles issued the above Red, White, and Green HOV decals from January 1, 2017 to December 31, 2018, may apply for the new Red Clean Air Vehicle Decal that will expire on January 1, 2022. There are income requirements and other details regarding this new California Clean Air Decal program.

According to the HybridCars.com article, the income limits do *not* apply to plug-ins.
Confusingly, it may apply to some other alternate fuels vehicles.

So I think we are all agreed? for Prime owners:
    (1) Bad news for the few who purchased Prime in late 2016, if the sticker is also 2016, yikes!
    >>>but so far nobody here at Prius Chat has mentiond that issue.

    For PiP owners:
    (2) Good news, I guess, if you have a PiP with no HOV stichker yet, I guess you can get one now and qualify for HOV to 2022 the way it stands now,

...but I wonder if issue #1 could get fixed.

So buying a used pip from outside California would get you stickers until 2022. Anybody selling?

    I need a carpool vehicle.

It'll free up a lot of my day (maybe 30 minutes lol)

We can't be 100% positive without a test case...and you could be the chosen one.
That's the way the law is written now but we could see some changes, so I'd say you might want to jump on it.

Kind of nutty...some early adopter buys a new 2017 Prime in Dec_2016 and could be kicked out of HOV this January. Go buy a 2012 PiP (not previously stickered) and you could get HOV to 2022.
