I think @DianneWhitmire would be interested in this. The topic came up in another thread this past week.

Only those stickers issued in 2017 or 2018 will get to apply for extension.

There was somebody else here who sold a Tesla model S to get a Prime. The Tesla was too big.

Not quite so fast JC...my understanding is vehicles with 2016 and earlier HOV stickers cannot apply.
So even a few 2016 Prime buyers will be ruled out of HOV if they have 2016 stickers.

On the other hand, used plug-ins such as PiP could qualify to 2022 if they have not had stickers before, eg; from out-of-state.

Here's how California's carpool (HOV-lane) stickers work now: updated

However, I think we need to see how the law is implemented, and maybe tweaked.

So plug-ins with older stickers will lose value, those who never got the stickers should run out and get some now to possibly add value to their car as HOV-eligible to 2022.

But the green stickers and white stickers will be invalidated January 1st. You will not be able to renew unless the green or white was issued in 2017 or 2018. This is why my wife traded her '13 C-MAX Energi because it will expire Jan 1st and can not be renewed....

Already discussed many times. The vehicle is eligible, but only if the sticker was issued in 2017 or later. The CARB website link on the "eligible vehicle list" makes the clarification.

There are 2016 Prime owners in California?? They may possibly have purchased them in 2016 (never heard of that either), but if they did, the Primes should be 2017's anyway.

The December_2016 "dashboard" seems to show about 2400 Primes sold in Nov/Dec 2016. Check me on that.

I assume some (50%+) of those are Ca. and the dealers applied the HOV sickers 2016 - so they are out of HOV in 9-months, unless there is some (needed) relief from the legislators.

    as per @jzchen post above

This news(post 2017 issued stickers) of potential HOV stickers till 2022 is old(at least a month or so), I guess. I bought a used 2013 plugin in 2017 and applied for HOV stickers(previous owner didnt apply for stickers, few rebates etc... its a lease return for Toyota). I have applied for HOV stickers in May 2017 and now I will be able to renew/apply for new HOV stickers valid till 2022 after this December.. Its an added value for my purchase since I have assumed the HOV ride till 2018 only when I have purchased as per the law at that time. :)

Update: It seems like I got the best bang for the buck as I have already enjoyed my HOV in 2017 and 2018 while I am eligible for 4 more years starting from 01/01/2019 which totals to 6 years of HOV ride. Where as any eligible new vehicle only gets a total 4 years of validity. So, I will keep my target PiP upgrade (to potentially a Tesla like FULL-Electric??) for 2022 safely :)
