No lights turn on when starting car

i bought a used 2006 prius

it failed smog, so so i contacted seller, he told me he'd fix it,
never owning a Prius, I was surprised because I never saw a check engine light, even with a flashlight i couldnt see it on the dash so i figured prius's dont have those lights.
when i turn on the car it goes into ready thats basically all that pop ups, if i turn the headlights on the symbol lights up

anyway

the seller told me to go to his mechanic, his mechanic put a new catalytic converter my smog guy said the code (p0420 i think) was cleared
but when i turn the car on the CEL doesnt turn on for the warning light check.

I called another mechanic, he said the seller probably took out the cel light because he wanted to sell a car that didnt have the light on...
now the seller is saying its been like 4 weeks and hes not responsible he already put the CC into the car. and its my problem now
the issue is I cant put it in my name til it passes smog.
now I just want to sell it and I cant even do that.
can anyone help me? lololol
im super broke, and this was a bad idea to get but thats done and over so now I need to fix this asap

 

ok, so let me clarify
the "ready" light turns on, but no warning lights do, like the check engine light, the triangle, i can't even see any light symbols after VSC I think, it goes totally blank, Even shinning a flash light, there seems to be nothing there at all,

so when it comes to the check engine light,
for you to pass, when you turn the car on, the check engine light needs to light up to prove it works, if it doesnt show on the start up check, its a fail.
at least that is what 3 mechanics told me.
