I just bought a lovely 2001 which came with only the Valet key. I had another made at Ace hardware and also got a metal key from the dealer that opens the trunk. So that's all set.
Will I be able to program a key fob that I buy online without having a true Master key?
Also, is it possible to reprogram my key fob from my 2002 rusty Prius that I am retiring?

Majority of the times, you need a FOB already to program another one without going into the car with a computer and programming the key-which the correct equipment will run you thousands to but do try and do so. Without already having a FOB, only a dealer can create a new one.

Nope. I bought a fob for $25 from Amazon and successfully programmed it using my Valet key and instructions from Coastal tech. Another small victory!

That's awesome man!! The fact you got a fob for $25 and got it working with just the Valet key! Ive been looking to purchase another fob for mine, but the cheapest i have found was about $70

Amazon.com "key fob mall". I did have to try about 8 times, thinking it was not going to work, but eventually got the silly procedure just right. I also followed slightly different instructions than the ones they sent with the fob, I used these:
