I bought this 08 Prius from someone who didnt drive it for 3 months. but he claim it was derivable .
I replaced the 12 volt battery , the old battery had 2 volt reading.
I checked the AV battery looks good . tested few cell charge and discharge get over 5k mah
    All fuses are working.
I still have no power, no light at all in the dash.

Looking for someone Or mechanic in NYC can run Diagnostic and repair.of course not free.

check the 12v health and connections. measure at the jump point under the hood.

I hope that you recognize these two statements are potentially contradictory.

    1. Check the condition and tightness of the battery cables at the 12V battery, as well as the negative cable where it bolts to the body.

    2. Look at the main relay/fuse box next to the inverter. It contains a 5" long clear/white plastic box that encloses the fusible links. Look for a blown link which typically would be the 100A DC/DC link. If you see this, that is evidence that someone botched a jumpstart by incorrectly connecting the jump cables.

    3. Recognize that there is a fuse box next to the inverter as well as a fuse box under the dashboard, driver's side. When checking fuses, you must measure resistance across the fuse using an ohmmeter. Do not rely upon visual inspection.

    4. The way to troubleshoot this problem analytically would be to pick one circuit that does not have power, and use the electrical wiring diagram, starting from the battery, and figure out where 12V power no longer is present. You can obtain the EWD at techinfo.toyota.com

I really like this method of troubleshooting electrical problems. Take the easiest circuit to troubleshoot for example if the horn doesn't blow get the wiring diagram for the horn circuit and follow it. You will need a meter to read voltage or a simple test light to trace the voltage. The theory is that it will lead you to all your problems.
Don't underestimate a good visual inspection though.

Thank you very much, that was helpful.
I tested all Fuses with ohmmeter, checked 2 fuse boxes. Couldn't find any that blowing.
When I insert the key, I could hear pump is turning on in the front.not sure what to do next.

Well, if you want to DIY, pick one circuit that does not power on. For example if the cabin lights do not come on, check the DOME fuse. If that fuse is good, see if you can measure 12V from one fuse contact to body ground with the fuse removed. If you cannot, then find a measurement point upstream and see if you have battery voltage. Repeat until you find the first point where 12V is not present. Obviously you need access to the electrical wiring diagram for this method to work.

Dealer told me today that the Hybrid battery need to be replaced . the car start and then shut down after 1-2 min.
I tested the battery (just few cell only charge and discharge them I got around 5kmah in few I test and, voltage were normal and pretty close around 7.6v
