Same problem here for the 2017 Prime. Techstream used 13.00.22 and 12.00.024. OS: Windows XP,7, and 8.1 32bit running firmware version 1.41 and 2.0.4. I was told 2.0.4 supports K-Line (the ability to write to ECU) but I found out that the one I bought off amazon doesn't work.

I have the same problem as well. When I went to jump pins CG #4 and TC #13 I noticed that there is no wire or pin in the #13 TC hole. Can someone else check. I have a 2017 Prime premium.

I have the same "communication " issue with my 2017 Prime and Techstream 12.20. Does a complete system heath check prior to initialization solve this issue ?

I have not tried TechStream on my 2020 RAV4 but suspect my software needs update.

I know this is an old thread, but I ran into this solution and worked my way past it. I wanted to share this in case it can help anyone else... (or me in a year or two when I forget how I got this to work.)

I purchased a Mini VCI J2534 cable from Amazon with Techstream 16.00.017. I have a 2007 Prius and recently replaced the TPMS sensors. When I attempted to run Techstream to program them, I clicked on "Utility" to program them, I received the "ID Registration failed due to communication error with the ECU while in Initialization mode. Terminate Initialization by connecting TC and CG of the DLC3 for 30 seconds. Then try the registration procedure again"

I tried several versions of Techstream, but none worked. Finally, I came across a page on car-auto-repair. It detailed the process as follows:
    Procedures:

1.Connect TIS Techstream to the vehicle
2.Turn the ignition switch to the “IG-ON” position.
3.Select the datalist for the Tire Pressure Monitoring System.
4.Check and set all tire pressures to specification with an accurate tire pressure gauge and compare the information to what is displayed on the datalist.
5.After checking the tire pressure, record the TPMS sensors ID numbers.
6.With the vehicle set to “IG-ON” mode, disconnect the TIS Techstream.
7.Using Jumper wire or equivalent, connect terminals TC and CG at the DL3 connector for at least 30 seconds. Do not cycle the ignition switch to “OFF” position during this step.
8.Once 30 seconds have passed, with the vehicle still in “IG-ON” mode, remove the jumper wire.
9.Connect TIS Techstream and begin the registration process.

NOTE:If “Lost Communication With ECU” appears during the registration process, then terminals TC and CG were not connected properly or the key was cycled during this process.

10.After registration has been performed, leave TIS Techstream connected and confirm that the tire pressures are reading correctly and the thresold pressures show a difference of 5 to 7psi less than the inflation pressure. For vehicles with a TPMS reset switch, press and hold the reset switch to begin the initialization process.

11.After tire pressures and thresholds pressures display on the datalist, adjust all tire pressures in relation to the expected changes in ambient temperatures.

So, I know this thread is old, but my 2007 is at 334,000+ miles. I'm sure there's still a few more out there that may benefit from this info. Hopefully it can help :)

I have no clue, but this looks like potential gold, down the road: bookmarking and copying for posterity.

    Thank you. (y)

So I have a 2006. I tried yesterday to register the new sensors from aliexpress and kept getting the same error. I was about to try the method to short out the connectors but it all of a sudden worked. I used a mini cable from aliexpress. I thought it was the cheap cable and was about to order the expensive one. So just wanted to post this in case someone else tries this.
